When I started larger maps, what helped me out is to just follow where you want the person to go in the map and build from there instead of starting out with the grand scheme of things. Start small, like a single room or building. If you're outside just make a general area and rough out the "shape" of the scene. After you have a larger area set out (the scene), you can go back to your original spot and start adding details. It helps keep me motivated because instead of just seeing something like a huge city that needs to be worked on, you only see a building at a time, for instance, and you don't get so overwhelmed.

This is where the sketches would come in handy so you know how to best build chunks of your map at a time. Graph paper is my tool of choice :P

it may also be a good idea to use dev textures, so that you can make sure that everything is the proper length / lining up the way it's supposed to.

Pretty Much what Limpet said,

But I use something for scale, and then if its' a big map,
I'll make make the ground and put 'placeholders' rough size of the buildings boxes wherever.

Something like that. That way I can compile and test the size and heights of roads,walkways buildings and basic lighting, before I do a bunch of work.
